99 vs active 3bettor

Blinds: $0.10/$0.25 (9 Players) BN: $28.07

Preflop ($0.35) Hero is MP+1 with 9 9
3 folds, Hero raises to $0.75, MP+2 folds, CO raises to $2.25, 3 folds, Hero calls $1.50
Villain is actively 3betting Hero. 4.3 overall (1k hands) but 16 vs Hero. First question is could I 4bet this as a bluff?

My 4betting game isn't strong and I'm not sure what to do in certain situations. I would certainly 4bet AK, QQ+ here for value. But I think 4betting this hand will just fold out everything weaker and keep in hands that generally have me crushed.

Both situations suck as I have to play a lot of flops where I see overcards OOP but 4betting a strongish hand like this and then having to fold to a shove would suck as well...would love to here your thoughts on 4betting game...I'm slowly improving but I don't want to be tilting myself and 4bet weaker hands without knowing specific reasons why

With his wide range preflop and his cbet stat being 57% I am clearly not folding to a cbet,

I would probably reluctantly call a turn cbet given his aggresive preflop stats against me, his 55% cbet turn stat and the fact that I don't see many triple barrels but plenty of double barrels.
River ($10.35) 2 6 K 8 7
Hero checks, CO bets $7.00, Hero folds
Going through this hand again I would think I actually have to call in this spot, If I am reluctantly calling a turn cbet then surely I have to reluctantly call a river cbet. Lots of air in his range that totally whiffed.

I don't believe leading is an option as I am only getting called by worse and I don't give the villain chance to bluff.

Would love to hear your thoughts. I just did some calculations into Flopzilla and it's looking more and more as a call to me!
