PLO50 HU : flop decision

Blinds: $0.25/$0.50 (2 Players) SB: $64.61 (Hero)
BB: $65.51

Preflop ($0.75) Hero is SB with J 7 8 3

Hero raises to $1.50, BB raises to $4.50, Hero calls $3.00

Flop ($9.00) J 7 5

BB checks, Hero bets $7.30, BB raises to $31.00

What should we do here and why ?
With bottom set we will proceed in the same way ?
