How exactly do you construct dynamic ranges?

We hear it all the time "you don't want to have static ranges".

Say we are in a 6-max NL game in the 0.5-1$ range.
Let's assume we will make correct reads and appropriate adjustments for different player types.

How exactly would your process of constructing dynamic ranges look like in the following scenario:

a) UTG opens 36%, we are on the BU.

So the villain is miles away from 13-15%-ish range advocated by Snowie, Ed Miller and Peter Clarke.
We want to iso such a wide range. We have low fold equity, hence we decide to use linear 3 bet range.

What is the process of DYNAMICALLY arriving at the correct range in this spot?

b) we open on the button to 2.5 BB, SB 3-bets us and he does that with exactly QQ+/AK/AQs i.e. 2.87% range instead of a much wider 14-ish percent range advocated by the same gents in the first example.

Again, how do we DYNAMICALLY shave our usual 3-bet flatting range on the BU?

I could go on with example but I am really interested in the process that goes into it.
