[20NL] Good value bet versus a fish?

Blinds: $0.10/$0.20 (5 Players) BB: $22.67 (Hero)
UTG: $33.78
CO: $29.43
BN: $58.66
SB: $27.93
Hey guys, villain is a fish. It was played yesterday, so I don't remember exactly my read on him, but he was really passive.
Preflop ($0.30) Hero is BB with T T
2 folds, BN calls $0.20, SB folds, Hero raises to $1.10, BN calls $0.90
Flop ($2.30) 8 3 4
Hero bets $1.70, BN calls $1.70
Turn ($5.70) 8 3 4 K
Hero bets $4.00, BN calls $4.00
He doesn't have a lot of Kx compared to how wide his range is here imo. Probably should've bet a bit less big?
River ($13.70) 8 3 4 K 5
Hero bets $7.60, BN calls $7.60
This I'm not sure at all. I think I'm definitely gonna get called by some 8x, 99, some A5 or A4 at a non-zero frequency. But is this too assumptive? Should we bet more like 1/3rd as a block bet? Afterwards this seems way more sexy
