1.How to play vs SB who open 28% and SB who opens 50%?

1. What % do you defend vs. open 28% and vs. 50%?
   Some tips or some video which explains this?

2. By theory I have to defend vs. SB open about 60% to dont be exploitable. Is it valid in both cases? I mean if sb opens 28% and 50%
