Bluffing an aggro fish, dry flop, scared turn

UTG checks, 4 folds, SB calls $0.25, Hero checks

SB checks, Hero checks, UTG bets $1.50, SB folds, Hero raises to $4.00, UTG calls $2.50
I just felt that since he is more agg so far, he cant have many value hands+ we can pick up some equity and do block T9,J9. But I am not sure if bluffing an aggro fish should be the part of my game tree..

I was ready to give up on many turn cards, however, on this card I think we should barrel exploitatively to target his 3x and 22-88.

Is this just a fold OTF? I mean x/raising on boards like this is usually a good exploit, however, not against aggro recs..
would you be more inclined to raise his bet if he would have bet smaller?
