Constructing a GTO River Range in position

Apologies if this is in the wrong forum but I thought you guys would be best equipped to answer this question. Suppose both players have a pot-sized bet left, and both players have identical ranges or you are modelling your range versus a single hand it is trivial to construct your range by betting with a 2:1 ratio value:bluff.

However, how do you decide the optimal value range when cards have been folded and combinations that would be in say the top 10-20% of all hands dealt have been folded by one but not both players. I have thought about it and provisionally think your value range vs his calling range needs >50% equity, you can then add the number of combinations you are value-betting, divide by 2 and then bluff that amount of combos. Is this correct? In this scenario his calling range is every combination he holds which is greater than my worst hand in my value range. Yes?

Again, apologies if this is in the wrong forum or a very simplistic concept. Thoughts/Opinions/Explanations would be greatly appreciated.
