How do you become an independent learner?

Hello!
I am a Japanese poker player. I don't know whether everyone knows, but in Japan poker culture has not developed.
In Japan, there is no community or study group of a large scale to some extent that activities are continuing for as long as I know. And there is a high possibility that it will not be born in the future.
So, I think that individuals need to be independent learners in order to improve poker skills.
However, it is difficult at present. Because there are few teaching materials that can be learned in their mother tongue, there are reasons to rarely get a method or opportunity to continuously and effectively learn.
I will also search for the information I want in English etc. However, it is difficult to extract useful information from the page filled with languages that are not native language, and it takes time.
So there is a question. What kind of learning method did you practice to become an independent learner and to hone your poker skills?
Also, how did a person whose mother tongue was not English and who did not have a poker culture in their own country, acquired an effective learning method?
