HU pot with two pair facing river raise

Blinds: $0.25/$0.50 (2 Players) BB: $59.25
SB: $105.70 (Hero)
I play 6-max. This table is short-handed for the moment. Villain is a somewhat LAG, tricky reg. He probably perceives me as somewhat LAG as well. We have a history of 3-betting each other light in normal 6-max games.

The hand history is screwy. I am in the BB, villain is SB/BTN.
Preflop ($0.75) Hero is SB with 4 8
BB calls $0.25, Hero checks
Preflop is fine, I think.
Flop ($1.00) 3 8 2
Hero checks, BB bets $1.00, Hero calls $1.00
Flop also seems fine. His flop bet is on the larger side. Top pair is quite a strong hand HU, and if I had a better kicker, I might check-raise. This hand plays better as a check-call I think.
Turn ($3.00) 3 8 2 4
Hero checks, BB bets $1.20, Hero raises to $3.29, BB calls $2.09
Lots of draws on the turn. So I should be check-raising with my two pairs. Top two fits the bill quite nicely.
River ($9.58) 3 8 2 4 T
Hero bets $5.91, BB raises to $17.73, Hero calls $11.82
River is rather innocuous (though an overcard), so I make a standard value bet, expecting to be called by 8x or maybe 99 or even some worse two pairs.

To my surprise, villain raises the river. I have no idea what range he has, or what range he's putting me on. Could he have a busted draw, and is bluff-raising me? Could he have top pair and is trying to get value from my 8x? Maybe he has a worse two pair. Not sure really. I haven't really found much player tendency to bluff-raise river at the stakes I play. But this villain is tricky and certainly capable.

I think I have to call here. I do lose to something like A5 and T8, but beat pretty much everything else.
