UTG 32/23/1.4 And his RFI from UTG has not converged but he does not seem to play positionally. He also doesn't fold to 3 bets

UTG raises to $0.75, 2 folds, Hero calls $0.75, SB folds, BB calls $0.45

I flat called to let the blind come in and because I didn't think I benefitted with a 3bet for value against range
