KK in a 4-bet pot BTN vs BB.

Blinds: $0.25/$0.50 (5 Players) BN: $63.24 (Hero)
SB: $13.69
BB: $60.00
UTG: $57.00
CO: $10.93
Preflop ($0.75) Hero is BN with K K
2 folds, Hero raises to $1.25, SB folds, BB raises to $4.00, Hero raises to $10.00, BB calls $6.00
BB is TAG, decent reg. From what I've seen, somewhat tight and fairly straightforward.
Flop ($20.25) 7 3 6
BB checks, Hero bets $11.45, BB calls $11.45
This board is not great for me. I will almost never have any sets here, and probably not many suited connectors either. But BB probably doesn't connect with this board either. We both will have mostly overcards and overpairs here. BB could conceivably have 77.

I don't really know what bet size to use here. I go with somewhere around 60% pot. Maybe I should go smaller because both players have likely whiffed here?
Turn ($43.15) 7 3 6 A
BB checks, Hero checks
Should I bet again here? I have a lot of Ax in my range (so should BB). I don't see much point in betting.
River ($43.15) 7 3 6 A 2
BB checks, Hero checks
BB checks a third time. The most likely hand is some sort of pocket pair, but he could conceivably be checking a weak Ace here. Should I value bet?

If I bet, will he really call with something like TT? The backdoor flush completed as well (I have Kd so I'm not too afraid of him having something like KdQd).

I find that I'm not making thin value bets on the river. He should only have a few suited aces in his range, and he might conceivably call with QQ or JJ, so I probably missed value here.
