NL 25 Flop mistake?

Blinds: $0.10/$0.25 (5 Players) CO: $16.78
BN: $40.87
SB: $30.21
BB: $29.84
UTG: $35.16 (Hero)
Preflop ($0.35) Hero is UTG with K 9
Hero raises to $0.62, 2 folds, SB calls $0.52, BB folds
Flop ($1.49) 6 T J
SB checks, Hero bets $0.71, SB raises to $2.13, Hero raises to $6.00, SB calls $3.87
What does the SB have to raise in theory? I think this are the naturals: 66 TT (6 combos),TJs (2combos), QK(12 combos),Axd (6combos),QJd 87d (2 combos) = 28 combos, against these combos i only have+- 35% Equity. So i guess against this range I should not 3bet the flop because we see that our equity should also come from FE, but we dont have so much? What is the play here in theory? I see sometimes solver raises 69 and stuff like that, or not in this case? If he raises this kind of stuff we do have FE.

What are the adjustments we make instead of the theory: player is 30/20 gap player, so cold calling to much, and has a decent aggresive %.
