Seeing huge raises from the SB from Regs

Just random thing I've been noticing lately preflop, and wondering how much of a thing this is.

There will be one limper, and a Reg from the small blind will make it like 8 or 9x to go, in the most extreme examples. I typically would use a 5-6x sizing here, and feel the enormous raise size doesn't really accomplish anything other than making them fold a bunch of weak hands. It seems unnecessary, especially with an uncapped BB to act behind you. I have noticed quite a few of the regs in my game taking this approach however, so I am guessing there is some merit to it, namely that you give the BB worst odds to cold call and put you in a mult way situation OOP. I can see 6x being good, but what would the reason be to make it 8 or even 9x is the most extreme of examples?
