PLO25 - Trips and nut flush on the river on a paired board

Preflop ($0.35) Hero is BN with K A Q T
2 folds, CO raises to $0.85, Hero calls $0.85, SB folds, BB calls $0.60
CO is definitely a tight player. I could have raised on the button but meh ...
Flop ($2.65) 8 T 3
BB checks, CO bets $2.52, Hero calls $2.52, BB folds
I really wanted to raise pot. And then I saw that he bets against two people kinda large which scares me a bit.
Turn ($7.69) 8 T 3 2
CO bets $6.75, Hero calls $6.75
His range at this point could be T8+flush draw, sets (I blocked the top one and three's and deuces are not very likely because of his tightness), and straight + flush draw. I'm ok against it so I called.
River ($21.19) 8 T 3 2 T
CO checks
This check with a psb left (while I got a lot of flush and trips but not a lot of full) makes me believe that he has a medium flush with J987 or a weak trips maybe with a strange JT97 with no fd. What do you think about my assumption? If so, what about a shove?
