I would also like the hear the drawbacks of such a system and why you decided to go with the preflop only approach.

The idea definitely sounds interesting and is for sure innovative however I am feeling uneasy about the fact how it will be determined when the Splashes will occur.

I believe that this System would exploit wide players as they would basically put money into the Splash pool which they are going to have to fight over with people who didn’t put in the money or put in significantly less. This would affect the game in negative way, encouraging tight play whenever there is no Splashed pot. That would result in a game where players are going to be over folding Pre Flop until a Splash of a decent size takes place.

While I like the idea of the Splash Pots in general I dislike this implementation of it. I strongly recommend you reconsider this part of your rake program in a way that the rake back is player dependent rather than table dependent. You should only have the chance to win 51% of your and I repeat ONLY your rake paid not however the rake someone else contributed. Only that would really be fair and beneficial for the play.

Now you might think how that could be achievable? Well I have an idea I would like to propose. Why could u not splash the Pot on the Flop? Or right before the Flop instead, when the betting round is closed and the given hand is not open to everyone anymore but only the players who entered the pot WITHOUT knowing if this will or will not actually become a Splashed Pot? This way tighter players would not get to take advantage of looser players anymore as the tighter player will now get to play less Splashed pots which should be the case since they also paid less rake. Of course then you would have to alter the part that modulates the splash probability which in your implementation is only based upon the prior hand, which by the way, I also dislike cause it makes the Splashes somewhat predictable after a big hand and therefore less surprising aka fun. Further you could implement a counter for every player that numerates how much rake was paid since the last Splash and according to 51% of that amount he should be Splashing in the long term. With my proposed idea the splashes would predominantly occur in Heads up Situations as Pre flop play would remain normal therefore you could regulate the Splashes in such a way that every player gets the chance to win his fair share of the rake he and only he actually generated in the long run by Splashing the Pot for 2 players who are at a similar rake amount. Over time you should be able to Splash the Pot in the right frequencies and amounts that correspond to their rake paid as you could make a session overlapping counter. Anyway I hope u take my take into consideration and good luck with the launch.
