NL25 6max - OESD vs Rec, OOP

Blinds: $0.10/$0.25 (6 Players) CO: $25.00
BN: $25.00
SB: $34.71
BB: $28.34 (Hero)
UTG: $29.52
MP: $33.82
UTG is a recreational player and Button is a regular.
Preflop ($0.35) Hero is BB with Q K
UTG raises to $0.50, 2 folds, BN calls $0.50, SB folds, Hero calls $0.25
Flop ($1.60) J T 4
Hero checks, UTG bets $1.00, BN folds, Hero calls $1.00
Turn ($3.60) J T 4 6
Hero checks, UTG bets $1.75, Hero
We are getting 3:1 on our money...

With this being a recreational player and 25nl..i understand that i have reduced fold Equity...Should i be Check raising this turn or is Check Call still best? i dont think villain is going to fold a hand like QJ,KJ,AJ, JT, or any other 2 pair+.
And if we do X/R..what do we do on the river if we miss.. lets say the river is a 2d... do we jam to bluff the river? or just check and give up?

Thoughts?
