NL25 How to play this? FD+Two pair vs strong range

BN: $26.12
SB: $30.41
BB: $20.53
UTG: $25.00 (Hero)
MP: $35.23
Preflop ($0.35) Hero is UTG with 6 8
Hero raises to $0.75, 2 folds, BN calls $0.75, SB calls $0.65, BB calls $0.50
Opened a bit wider because of recreational player in BB
Flop ($3.00) Q 7 6
SB bets $2.13, BB folds, Hero calls $2.13, BN folds
That lead is strong into 4 people with a rec in the pot so I think calling is the only option. I would only raise 76s, T9dd & 98dd.
Turn ($7.26) Q 7 6 8
SB bets $3.45, Hero calls $3.45
I wasn't sure if I could raise for value here and the river would be awkward unless I shove. He bets pretty small so it could be a draw, but he could have turned a straight or just play his sets like this.
River ($14.16) Q 7 6 8 Q
SB checks, Hero bets $18.67 and is all in, SB calls $18.67
I have the perfect bluffing hand. I'm shoving all my sets here.
Final Pot SB wins and shows three of a kind, Queens.
UTG lost and shows two pairs, Queens and Eights.
SB wins $48.93
Rake is $2.57

I was surprised to get called by AQ. If he calls that then he is calling T9 and all flushes, but he probably won't play those like this OTF? So maybe he was like "I have trips top kicker and he can have missed diamond draws and worse queens, I call."

Would you have raised on the turn?
Would you have bluffed the river?
