Question about c-bet sizing

Hey guys. I watched about c-bet video and it discussed about c-bet sizing.

The coach says c-bet sizing should be depends on the board texture.
C-bet sizing should be small on the dry board since villain has less continuing combos so can bet smaller. For the wet board, c-bet sizing should be bigger because villain has more calling hand.
He also mentioned that if there is more fold equity, then there is less actual equity and vice-versa.
Does he mean that the dry board is usually favored to the aggressor/open raiser so there is more fold equity, so can bet smaller? From the same perspective, we should bet larger on the wet board since the board is favored to the caller, so there is less fold equity. If we want to make her to fold, we should bet larger. Is it right?
