z16 - weird river shove in 3b pot

Blinds: $0.08/$0.16 (6 Players) BN: $16.24
SB: $17.57 (Hero)
BB: $16.00
UTG: $76.22
MP: $19.85
CO: $30.72
Preflop ($0.24) Hero is SB with Q A
UTG raises to $0.48, 3 folds, Hero raises to $1.60, BB calls $1.44, UTG folds
Villain seems to be a fish: 85/42 after 7 hands.
Flop ($3.68) 3 8 9
Hero checks, BB checks
Took the standard line, and planning to check-fold. Correct in general? Did not sufficiently take into account villains fishiness, maybe a small cbet in this case would be ok?
Turn ($3.68) 3 8 9 A
Hero checks, BB checks
Made a mistake with not betting, and was planning to be tricky and vbet the river as I'm not putting him on a flopped draw since he did not bet. Also, as a standard line, I think that TT-JJ will fold if they checked back the flop, but might call a river bet.
River ($3.68) 3 8 9 A Q
Hero bets $2.74, BB raises to $14.40 and is all in, Hero calls $11.66
Bamboozled by his shove. No idea what to put him on for value. JTs would have bet flop or turn, QQ that maybe xbacked the flop? But a fish could have anything here - maybe shoving some 2p? On the other hand, fish river jams are nut heavy. Anyway, are you calling?
