3 way 3 bet pot 250bbs deep

UTG seems to be LAG playing 39/21/17 but only have 28 hands on him, BB has more normalish stats playing 28/19/7 over 300 hands.

UTG raises to $6, Hero raises to $21, CO folds, BN folds, SB folds, BB calls $19, UTG calls $15

BB checks, UTG checks, Hero checks
Anyone prefer a c-bet here? I decided to check back since many turns are good for us but we can't really call a c/r even though I don't think that happens that often since our Q blocks the most likely set and a set of 5's or 4's shouldn't be in either person's range very often.

This is the street that I'm most unsure of. UTG called BB's c/r very quickly so I think it is pretty safe to put him on either the 876x draw, or a draw similar to mine in which case we are blocking each other's outs and splitting the pot a decent amount even when we hit. However we are also getting good pot odds once UTG calls.

What do people think of BB's range to c/r pot here? Obviously top two and any set is in his range but I have no idea if he would do this with a draw since he could opt to just call the $42 and could have just bet out on the turn himself. Am i correct in thinking his c/r weights him heavily towards a made hand?

I have $256 left and UTG has $265. One of the draws gets there and BB shoves. What do people think of his range now? Should he be shoving here with 2p/set if that was what he had on the turn? Is it now more likely that he was semibluffing the turn and just got there on the river?
