Well, i guess everyone nowdays knows that the 3betting range on the BB after a CO OR and a BTN call is kind of loose so they should be 4betting loosish and 3bet/foldin 99´s here just seems wrong.
Villain is a 27/21 over 114 hands general 3bet 12% OR OTB of 80% SB 100% and CO 46% but we have a small sample
