Can an awkward turn fold be justified here?

Blinds: $0.02/$0.05 (5 Players) UTG: $6.80
CO: $5.80
BN: $2.42
SB: $3.79
BB: $5.00 (Hero)
Preflop ($0.07) Hero is BB with 8 9
UTG raises to $0.15, 3 folds, Hero calls $0.10
Villain is 23/23 over 13 hands, assumed reg.
Flop ($0.32) J Q 8
Hero checks, UTG bets $0.20, Hero calls $0.20
Calling range on flop...
QJo-QTo (21), JTo (12), A8s-98s (minus Q8s/J8s raises, 12), 87s-85s (9), QJs-Q4s (minus Q8s raise, 20), JTs-J5s (minus J8s raise, 15)... 89 combos.
Does it make sense to just call with QJ here since it blocks most of their B/C hands?

Hero checks, UTG bets $1.80, Hero calls $1.80
Need to call 1.80 to win 2.52, need ~71% equity... but against what they're representing (QQ-JJ, A8s, T9s), I have ~10%.
Given that a reg is unlikely to overbet bluff a relative unknown... could an exploitative fold be justified here? Or should I still be calling 8x and folding everything else?

Seems like the only hand I could call this with would be 85s? After calling flop, my range is so capped and crushed by theirs, and they're unlikely to be bluffing at this level...

I don't know what I'm talking about. Enlighten me pls. 8)
