Cold calling BB vs SB 3B vs BTN

I saw a hand recently where

6max
BTN OPENS 3X (200BB)
SB 3B TO 10X (100BB)
BB COLD CALLD 910ss (120bb)

I wasnt sure if this was a correct play from the BB

Any help ?
