NL 25 - TPTK on a Draw Heavy Board

Blinds: $0.10/$0.25 (5 Players) CO: $16.48
BN: $25.00
SB: $32.30
BB: $25.85
UTG: $34.08 (Hero)
Preflop ($0.35) Hero is UTG with J A
Hero raises to $0.50, CO calls $0.50, 3 folds
I got 80 hands on Villain and he's a fish, with a 51 VPIP and 29 PFR.
Flop ($1.35) 9 J 4
Hero bets $1.25, CO calls $1.25
I have the best hand 100% of the times so I'm betting for clear value, since worse hands can call me and especially this villain, is going to calling pretty wide (fold vs cbets 1/5)
Turn ($3.85) 9 J 4 8
Hero bets $2.50, CO folds
I think the turn is another valuebet even if the 8s is one of the worst card in the deck. The plan is to b/f since Villain didn't raise once the cbets and he's folding 2 of of 3 times vs cbets on the turn.
The real question is, if he calls the turn what are you going to do on a blank river?
Final Pot UTG wins $3.64
Rake is $0.21
