NL20 - Bluff raise river against a fish?

Blinds: $0.10/$0.20 (4 Players) CO: $24.02 (Hero)
BN: $22.16
SB: $9.20
BB: $52.45
Villain looks like a passive fish. 40/7 on 31 hands.
Preflop ($0.30) Hero is CO with Q J
Hero raises to $0.60, BN calls $0.60, 2 folds
Flop ($1.50) T 6 2
Hero bets $1.00, BN calls $1.00
Pretty standard imo, there are a lot of good cards for me OTT.
Turn ($3.50) T 6 2 9
Hero checks, BN bets $1.20, Hero calls $1.20
I decided to go for a X/C here, it's a good card for my hand obv, but it's also a good card for villain's range, hands like T9, T8, 98, 87, 76 and he is obviously never folding a T or Axhh, Kxhh...
River ($5.90) T 6 2 9 7
Hero checks, BN bets $1.20, Hero
His sizing looks weak, it's tempting to raise but in general "Never bluff a fish", I don't know if he is capable of folding Tx or DP here, he might also play 8x this way because of the FD and a lot of his single pair OTT are now two pairs.

Do you think it's ok to raise? If yes, what sizing?
