NL25 JJ valuecutting spot?

HJ: $42.31 (Hero)
CO: $25
BN: $25
SB: $18.33
BB: $13.57
UTG: $17.06
UTG1: $25.60
LJ: $30.23
Villain (UTG+1): raise EP = 9%, CBET = 83% over 200+ hands
Preflop ($0.35) (8 Players)
Hero was dealt J J
UTG folds, UTG1 raises to $0.60, LJ folds, Hero calls $0.60, CO calls $0.60, BN folds, SB folds, BB folds
Flop ($2.15) K 9 9 (3 Players)
UTG1 bets $1.20, Hero calls $1.20, CO folds
I think this is a standard call.
Turn ($4.55) K 9 9 2 (2 Players)
UTG1 checks, Hero checks
I check here because I don't feel I really need to protect, I'm usually way behind or way ahead and I want to set up a bet on the river that may look like missed fd making him possibly call wider.
River ($4.55) K 9 9 2 4 (2 Players)
UTG1 checks, Hero bets $4, UTG1 calls $4
I feel like I can get value here. I bet large to make it seem more like a bluff/extract more value.
Final Pot
Hero has J J UTG1 has Q Q UTG1 wins $11.99
I valuecut myself.

Did I make a mistake somewhere? I figure with 83% cbet he bets almost his whole range otf and I think I can see him call with lower pairs otr.
