NL50 bottom set in a dirty spot ott

Blinds: $0.25/$0.50 (6 Players) BN: $50.25
SB: $51.60 (Hero)
BB: $42.00
UTG: $69.91
MP: $50.00
CO: $78.59
BB is a fish.
CO is 25/20 over 400 hands.
BTN is 18/15 over 1250 hands. AF on all streets 3. 3b on the button only 3%, so he flats everything but QQ+, AK I guess. He might structure this range differently though/he might flat everything because of the fish. Fold to donk flop 50% (4/8).

He seems to have fairly aggro Turn stats, raise cbet 1/5, raise donk 1/4, x/r 1/11 etc, but obviously sample is really small for turn stats to converge.
WTSD 25%, WSD 63%, WWSF 42% indicate that he is running hot in the sample, which could explain Turn numbers.

Villain doesnt seem to be positionaly aware. He plays 18/18 UTG, which is looser than on MP or CO. He plays 22/17 on btn.

Reasons to donkbet:
1) CO has cbet otf only 44%...obv normally I'd expect him to cbet 100% on thsi board, but 4way I think that his tendency to not cbet too much might be influential.

2) I dont like x/raising, since I think that gets everyone to fold too often and Im shutting off the fish

3) x/c leads to xx ott too often.

4) x/c and lead ott is an option, but I think that I'd be leading all my gutshots here (54s,43s, and probably even 53s, that might seem too loose pf, but I think that I win without showdown vs these guys often enough)

Turn was Qd, I bet out $9 into $14 and villain minraised to $18. We had total 44.75$ effective ott, so if I called, we'd have $26.75 behind and the pot would be $50.

Is this a fold? If I call, do I always x/f on all rivers? Can I jam? What would I do with 66 here? Im not sure if this is really different hand, since 18/15 might not flat 22 preflop.
In theory, villain might know that Im leading this spot a lot and he shouldnt really have KK or QQ in his range. He might decide to flat with 66 to keep me barreling, if he even has 66 in his preflop range...
