Spot with 2nd pair facing large bet on the river

Blinds: $0.05/$0.10 (6 Players) SB: $12.65
BB: $10.48
UTG: $14.50 (Hero)
MP: $7.29
CO: $9.70
BN: $10.83
Preflop ($0.15) Hero is UTG with J J
Hero raises to $0.30, CO raises to $0.70, 3 folds, Hero calls $0.40
Villain running 20/13 and had just taken the same 3bet betsize versus me with 33 (we went to showdown two pair versus his set)
Flop ($1.55) 2 2 Q
Hero checks, CO checks
Villain tripple barrelled on a wet board with a set last time, but not much to go on as to why no cbet here.
Turn ($1.55) 2 2 Q 9
Hero checks, CO bets $1.00, Hero calls $1.00
I would usually stab this turn and think maybe this is the best play? I don't want to give away equity and I think I still get called by worse, I also get to control the pot size more.
River ($3.55) 2 2 Q 9 3
Hero checks, CO bets $3.00, Hero
Bet size throws me, considering I expected a cbet on the flop I think villain has a slowplayed QQ and some AKdd, (AQdd, JTdd maybe) although it's hard to figure out a range.

I think I could have bet the turn here, but as played I think I'm close to the top of my range, I bet any FD or Qx on the turn.
