Constructing c-bet and check back ranges

I've been having trouble deciding when to c-bet and when not to, I think that I'm definitely over c-betting in most spots but when I make a conscious effort to have a lot of check backs on a certain board I think my checks tend to be too weak. What are the primary thoughts you're running through when making these decisions? How do you go about balancing getting value from your good hands with not being too transparent when you check through, especially on wet boards where there isn't a clear range advantage?
