PLO 10 the bottom end of a checkraising range?

Blinds: $0.05/$0.10 (6 Players) BN: $17.89
SB: $11.79 (Hero)
BB: $19.83
UTG: $15.52
MP: $7.40
CO: $13.24
Preflop ($0.15) Hero is SB with 8 6 A 7
3 folds, BN calls $0.10, Hero calls $0.05, BB raises to $0.40, BN calls $0.30, Hero calls $0.30
Flop ($1.20) 8 A 3
Hero checks, BB bets $0.69, BN folds, Hero raises to $3.00, BB calls $2.31
Turn ($7.20) 8 A 3 7
Hero bets $4.00, BB folds
Final Pot SB wins $6.89
Rake is $0.31

Both villains are unknown though the openlimp on the BTN speaks volumes.

On the flop I thought that since hes betting so small it seems very likely he will just fold, but I am only making him fold a worse hand. Smae goes for the flop, hes not calling with a worse 2pair. Are betting still the better options though since going into c/c mode lets him realize his equity and/or make him fold us the best hand?
