Teach Me How to Play PLO (Part 1 of infinite)

I am learning how to play PLO, I have mostly played NLHE cash and tourneys and a lot of my PLO experience comes from sweating friends and a couple of videos I have watched. find myself pretty frequently lost and will be posting a lot of hands here.
Preflop ($1.50) (6 Players)
Hero was dealt 7 8 9 6
UTG raises $2.00 to $3.00, Hero calls $3.00, CO folds, BN folds, SB folds, BB calls $2.00
I assume fold is out of the question? Do people prefer 3b or call?
Flop ($8.50) 2 T 9 (3 Players)
BB checks, UTG checks, Hero bets $7.00, BB calls $7.00, UTG folds
Turn ($22.50) 2 T 9 J (2 Players)
BB checks, Hero bets $15.00, BB calls $15.00
River ($52.50) 2 T 9 J A (2 Players)
BB checks, Hero bets $20.00
The BB is a Russian fish, how do people feel about turn/river sizing? How would people play turn/river vs. not a fish? I realize not a fish is pretty vague, but it seems that our hand isn't all that strong ott or otr vs. a reg.
