What is the optimal line for hand OOP?

Blinds: $0.02/$0.05 (2 Players) BB: $5.45
SB: $5.05 (Hero)
Preflop ($0.07) Hero is SB with A 9 7 8
BB raises to $0.15, Hero raises to $0.45, BB calls $0.30
Flop ($0.90) T 9 J
Hero checks, BB bets $0.57, Hero calls $0.57
Turn ($2.04) T 9 J K
Hero checks, BB checks
River ($2.04) T 9 J K J
Hero checks, BB bets $0.70

HU Pot, Table just started, pretty much the first couple of hands.
The villain is kinda very aggro but spewy, always bet without capping his range.
I'm pretty much new to PLO.
I'm curious, what is the optimal line for my hand.
I think 3bet is kinda standard, we check the flop coz it doesn't hit our range that much.
Flop seems like standard check-call mode, the turn is good for our range, we can have potential AQxxdd.
OPP has checked the turn which is very kinda strange to me.
Another spot on the river, he bets very small, what is the standard play?
We don't beat that much but, hell he bet the flop and checks the turn, what he is trying to sell?
As I mentioned, I'm very new to PLO, so I'm asking for some advises, it might be a big problem in my hand analysis process.
