Combating limping in late-stage MTTs

I have been playing some semi-Turbo MTTs recently (150BB starting stack, 8 minute levels).

In the late stages, I often see a ton of loose/passive players limping their entire range from all positions.

The problem is that I usually have like 20-25BB and the limper has like 12. So if I raise (especially if there are other limpers), there's not much postflop to be played with such shallow stacks. If I shove, the limper sometimes shows up with AK or TT, so I bust or get crippled.

How do I combat this? And if I do raise, how much should I raise?
