UTG is weak player and others too. Could've go 1-5$ more pre, slight mistake.
From 40hand he seems active pre and little passive postflop. How do we approach this kinda spot? I don't really want to go 1/3 because he seems like a guy who checking behind often (over low sample), don't want to turn my hand into a bluff either. Vs bigger bet IP I can't see call.
